You sound a little like my parents, particularly my dad and as a consequence I have a second tag just for them (actually its the third, I use 2) and I pay the tolls anytime they come to Sydney.

In regard to the toll on the Pacific Hwy, the way I read the news article, it was a Government advisor suggesting that tolls should be placed on the major highways like the Pacific/Hume Hwy corridor to provide some of the income for all Commonwealth Government roads funding, so someone travelling along the Bruce Hwy in Qld may actually be paying for Federal funding of the Western Hwy in Vic.
