When I registered the Fintail Merc., several Vicroads staff told me I didn't require an unregistered vehicle permit to drive it to the registration office. When I drew their attention to their website, and asked for their advice in writing, they recommended I purchase a permit.
When getting advice from bureaucrats, always get it in writing.

I've started a thread to post Vicroads answers to my questions.

Don't mean to highjack the thread, but I'm always amazed that we actually live in the same country. I mean are our mentalities or enviromental conditions so different in each state that we need so many different rules for such a simple transfer......don't get me started on the 3% levy...... I say we deserve better, I say let us again gather under the southern cross flag and let us.....deep breath need another beer.....you have your thread back.
