    Yours would be for diesel

A few farms around here do exactly that, but as JD said, petrol containers must be on the ground when filling (to keep to the letter of the law)
I don't think they even allow for an earth strap to be used ?

It's a crazy situation although I know someone that still fills their jerry's in the back of the ute and so far no one has chipped him

this is an issue i get every now and again trying to arrange unleaded in bulk, there are few companies that can supply bulk unleaded if you want a full truck load. drums need to be filled using the proper equipment (intrinsically safe??) when loading unleaded so reduces options but i have found some companies that will do it.
deisel is fairly easy to arrange in bulk so would not expect many issues there.

Someone with an Irish kind of humor will be removing the wheels from the trailer, rest it on the ground and fill the tanks

Dont like the sound of this. We have a small farm with both diesel & petrol tanks of about 700lts. All bikes (4) , grey Fergy, 2 farm utes as well as various small motors run on petrol. So what now RED TAPE at its worst

I agree and that has always been my argument too.

Way back when we were allowed to do such things and I filled jerry cans out of the avgas bowsers at my local aerodrome, I was made to earth strap the cans when they were sitting on the ground as the rules were aeroplanes had to be earthed when filling.
