There appears to be some kind of event going on. There a small groups of people spectating and holding cameras. Mulholland is a fairly long and winding road. A great drive if you are ever in LA. Needs two drivers to appreciate it. One driver to drive in one direction and then change over to the other for a return trip. That way both get to look at the impressive scenery. Mulholland runs from Cahuenga, at the Hollywood Freeway between Universal City and the Hollywood Bowl to the vicinity of the Encino Reservoir. It fairly closely follows the ridge line of the Santa Monica mountains and crosses the canyons and their suburbs. Lot of the very rich, famous, and notorious live in these areas in very expensive housing.
There are a couple of other sections but this is the main motoring road. There is a no vehicles section popular with walkers, cyclists etc.
