I'm of a very different opinion here,, I've come to the conclusion you should "rob in" all and sundry,, there's just not enough resources to catch them in any bad act.
Down at Inverloch today, we watched as a guy got out of his black SUV locked up and walked away. A few minutes later, Leeanne notices there's two dogs in the car,, ring the cops and have it delt with. Some of these morons don't deserve to have any form of livestock in their care. I don't care if it's for 5 mins or 5 hours,, it's just plain wrong.
I witnessed someone throwing a butt out of their car tonight after work (appox 11.30pm). My problem is that one car was overtaking the other and the butt landed between them so I cannot say which vehicle it came from (though I got both plates)
It appears to have been another example of the media broadcasting the sort of information they know a lot of the public want.
Bashing insurance companies is almost as popular as bashing politicians, the big banks, second hand car salesmen and public servants. So if the media get a sniff of some unconfirmed report about how heartless insurance companies are, they will run with it without checking the facts.
They know it will be well received because some people want to hear criticism of the insurance industry whether the criticism is justified or not.

I know what my gut instinct tells me, and had that been my property and animals, the job would have bben done quickly and swiftly.
Unfortunately, the report I saw, (ABC), I was busy and missed the full report, but I didn't think it was a reporter talking, but an owner, however I could be wrong. Either way, as I turned to see a sheep looking very distressed, I was not happy.
As VNX says, sensationalism sells. But you'd think editors would have a few more brains than to let that be aired.

RSPCA are allowed to access fire areas within reason they carrier a card to say that they have relative fire training much like RFS volunteers I guess. However would not be allowed to go in unattended and where life is at major threat to anyone going in.
And RSPCA does not need permission to euthanise an animal if it is in fact cruel to be kept alive they have that power under the prevention of cruelty to animals act.
However saying that the legislation does differ from state to state the prevention of cruelty to animals act in NSW does have differences to say the one in VIC I believe
