No, you retain your feedback number or score even if you do not buy or sell - ie 650 or whatever. The 100% positive bit is what drops off after twelve months if you have no activity. As soon as you start buying or selling it starts up again - the percentage bit. After you receive at least 10 detailed seller ratings from buyers you get to see the little stars about the transactions also. They are not directly linked to particular transactions so you cannot determine who marked you down on postage time (out of your hands really).
So you get to keep your total feedback as a member; there is also a panel with Recent Feedback ratings of the last twelve months (Positive, Neutral or Negative) and your Detailed Seller ratings (after 10 buyers or more leave them) for the last twelve months.
There was a proposal by ebay to remove the older feedback also but there was such an outcry that it was dropped. The big complaint of members at one time was that there is no recognition of multiple purchases - if you buy fifty items from one seller over a period of time there is only one advance on your feedback score and one for the seller even though you leave feedback for each transaction. That may have changed but I don't look on the ebay forums any more.
