"For off road use only" is a nice concept but what does it actually mean? It certainly would not be applicable to any public land including a road, state forest, national park or even a beach. It would probably not apply to leased crown land that is leased except that which is leased in perpetuity (akin to freehold). Indeed it may not apply to freehold land that is not fenced or similarly enclosed. Does quite limit the area "for off road use only"! And even the fixtures that are to hold the tyre on the bonnet may be problematic, not only the tyre.
