First you need to check how close to the boundary you can build. Other houses/garages in your area should give you an idea. Generally older areas with large blocks are 500-750 mm setback, newer areas or areas allowing subdivisions may allow you to build on the boundary but you will likely need the neighbours permission.
Anything other than a small detached garden shed will need full council approval with all plans submitted.
