The institution may not know why. Thousands of students drop out every year so the reason is not checked. Their concern is that the student has left and the Dept. that has registered pre-enrolment interest is accordingly notified that an entailed student has left. At Social security we would contact the institution to request date last attended classes (if known) and date enrolment cancelled. This was to determine the date the student (or parent)commenced being overpaid. The reason was of no interest to us.
