Yes but the EU regs are averaged over the whole of a manufacturer's annual production.
This means they can still produce a small number of big engines at the expensive end of their range by selling a lot of smaller engines at the poverty/commercial end of the range. Hence the working vehicles that are most likely to tow heavy trailers with heavy plant etc get 2.2 litre puma diesels while the RR Vogue which only go the the Chelsea Flower Show get the 4.4 TDV8.
