Our daughter was failed before she left the car park. Didnt come to a complete stop before crossing the footpath on the exit driveway.

I can't argue with that. Ours is pretty flawed.
My wife is Japanese. All she had to do to get her license was the knowledge test. I then taught her to drive in my KE55 corolla around the paddock. It was pretty silly to give someone a license to drive in Australia when she had never driven over 40km/h in Japan. But then our driver testing for young drivers seems corrupt when as "Tank" said, people get failed for starting the engine without first putting their seat belt on. It's not the first time I've heard of people getting failed for minor misdemeanors before they even leave the car park.
Don't tell anyone but my wife might just, marginally mind you, be a better licensed driver better than me because she stays further within her limits and she doesn't have the same reaction to seeing bad drivers, she is more passive.
Happy Days.

QLD has today reduced the 'allowable margins' forbeing over teh speed limit before being booked..... for the 4th time in 7 months..... each time they had an >25% increase in revenue (but it's not about that.... eh )
