Yes Chucaro, you might be onto something there mate,
tax the air we breathe and the sunshine that can provide free energy, and any rainwater we happen to collect, and then licence everything you own - sounds about right for the politician mob
Of course if you can reduce your energy needs, the hardware costs and energy storage required drop substantially.
Storing electricity in batteries is the least efficient way to use it. Offsetting your current large loads (i.e. water heating then air heating) is the most efficient.

Yes, there will be tax on the sun rays, on the rain water that hit our roofs, and perhaps on the cubic meters of air in our homes and commercial buildings.
I know few countries that they tax business for the cubic air on their buildings as the "Rate of Controller of Environmental Health"
When this happens they will make you pay just for the infrastructure being available, a lot like they do with sewerage and water now, regardless if you hook up or use it.
As it is the utilities power providers now want us that have grid connected powers systems to pay higher supply and connect fees.
