You saw correct. And when you do a burnout with them the smoke is red.
I swear I saw a sports car yesterday with red ... well dull pink/brown tyres .... not wheels, tyres!
A quick search of the internet has a few articles on this happening in China but these look like tyres with paint on them. The tyres I saw, did not. They looked like the rubber was actually that colour.
Was I seeing things?

Pushbikes have coloured rubber in the tyres available too, so the technology is there.
