Armourall or a similar product will restore the original look.
It might be a bit trivial but when I bought my 2013 Defender 110 the black flares were shiny but not greasy....now they're matte...anyone know how to make them shiny (but not greasy) again?

Sounds like u might have a new vehicle warranty claim...Had heaps of them on the generals sb barina's wheel arch flares going matte, caused by our warm sunshine . (Where is it now????) brrrrrr

Armorall as mentioned, however there are also various plastic dyes that will have it looking like new for longer:

I have used this one before on landie external plastic parts and it works well.

Try some Lanolin ....
You could also try just a bit of straight silicone fluid, which is what's in Armorall. Will make them shiny and black, but shouldn't leave them greasy, although because it will make them very slippery, it may seem as though it's greasy.
It'll also keep them fairly clean looking too. It's good stuff for under your car as well, helps stop mud etc sticking to everything, and come wash time, it'll come up looking like new again.
