Mine cools the car down. But the problem is there is too settings, off and freeze. Sometimes I put the heater on a little to balance it out.

If it's freezing up you may have the thermostat, which cuts the compressor out when the evaporator gets too cold, set wrong. Though these aren't normally adjustable.

No, freezing cold, not freezing up. I had it blowing snow once when it was still under warranty, all those years ago, just really cold, and the temperature adjuster doesn't seem to change anything.

Does sound like a thermostat problem. If it's a thermo-electric type you may be able to open it up and bend some contacts to up the operating temp.
