these people want to take advantage of the lifestyle afforded by high density population centers but don't want the follow the rules that have evolved to make such population densities successful.

That course of action is at least addressing the real problem. Hopefully that would discourage anyone else from doing the same, or at least think twice.
Who says it's sold along side 'normal' milk. It isn't. It's sold in health food stores as a non processed food. This is the reality. It's just marked as a beauty product because the law says it must be. It is packaged in 'normal' milk containers because that is the industry standard. These appear to be the facts as far as I can see.
Earth mother is actively seeking this product.
Milk must be stored in a cabinet that can chill to -5*c. And there are ridged penalties for noncompliance. Do the health food stores have to store a beauty product to these standards?

I reckon you are right there.
Any further laws on packaging, labeling and child proof lids aren't going to make any difference. Using the same laws we use for feeding someone bleach, however, may have more of an impact. And the good thing is we don't have to make any new laws.
