OK so its the Australian white ensign, which is naval. So where on the Queensland coast would the naval flag be flying? Townsville is Army, not Navy.
Where on the coast would there be a site to commemorate some naval event which would require the flag to be flown?
Darwin?

HMAS Cairns?

Thursday Island?
