The residents may have to stump up for the cost of a credible environmental study to establish the grounds for protection, if the council won't require it of the developer. How reliable is the information about the birds and echidnas? Are their populations of state significance?
Is it already zoned for protection or for development? If the development needs a change of zoning that makes it easier to oppose the change.
With elections coming up it's a good time to make a lot of noise and make the candidates step up and be counted.
Can you find cute examples of the affected species and get the TV cameras to come and look at them? Developers hate that.

Is the Australian Conservation Foundation still operating?
It was an extremely powerful organisation with many supporters being politicians and no link to any political party.
They also were very fast to act.

Try the Australian Conservation Foundation, they were helpful in our fight against a Charcoal Plant in our area, try some of the Wildlife groups and esp. lobby local councillors,Regards Frank.
P S if it gets into a legal battle try the Environmental defenders Office.
