in a 2/3 size film canister like container with a striker pad on the side you get a bit of wadding, half a dozen normal matches and half a dozen "windproof" matches.
best way to use them to light hexi tabs is to sit the hexi tab on top of one of the windproof matches and then strike a normal match and use the flare from that to light the windproof match.
Typically I just use or borrow a bic to light theflamewindproof match

which while true does not resolve the problem of lighting the damn match and then once its lit holding it in close enough proximity to the hexi tab to get it to light while the winds blowing before the match fizzles out.....
I've never really had a problem with the wax on the tablets, having in 20 years never been issued a pack of the tablets that wasn't already crushed to pieces.
