Just depends on the size, material and the way load is applied (eg double sheer)
That said, I thought most professionals preferred to use a tyre lever for heavy vehicles.
I was ready the Vic Police media release and got to the bottom about the tipper and trailer.

Greensborough Highway Patrol members ran Operation Breaker over the last three months targeting trucks in the northern suburbs.
The operation ran one day a month over three months with the intention of reducing serious injury collisions in the area.
Over the three days 54 trucks were intercepted and the following offences picked up-
4 positive preliminary oral fluid tests
2 cancelled or disqualified license
1 unlicensed
11 seatbelt offences
2 unregistered vehicles
13 failing to make log entries
4 unroadworthy infringements
3 mobile phone offences
11 load restraint offences
1 arrest for drug of dependence
36 Defect notices
Police located one tipper truck and trailer combination being held together with an Allen key, identified as disqualified and returned a positive reading for drugs.

... Depends on the price/quality/origin/calibre... of said Allen Key
On a serious note... that works out at 1.4 'problems' per truck.
Recently there was a boat trailer that had it's safety chain hooked up to the Circlip that holds the hayman reese locking pin into the towbar.
Is that what the refer to as a Break-a-way trailer?
I doubt it ws actually held together with an allen key
I suspect that an allen key was in place to stop the actualy drawbar pin falling out, using an allen key instead of a R clip or similar
but who knows?
For a Kinchrome 12MM 1/2 socket key less than a 1/2 inch breaker bar with a 1metre pipe extension.
They gave me a new one under warranty!

Hmmm, I'm guessing anywhere around 650 to 800 ft-lbs
