All accidents are caused by Negligence in one form or another, either by the person deemed to be at fault or the person deemed to be the victim.
I the Maritime world You would be apportioned some of the blame if your vessel was hit by a Meteor.
Legislating for the elimination of a one percent chance even if it was possible is farcical, and it could never eliminate the negligence factor.

When I started (legally) driving in 1965, road deaths in NSW were about 1,100 per year and that continued until 1985 when the numbers started to fall. Now they are 1/3rd that.
