All accidents are caused by Negligence in one form or another, either by the person deemed to be at fault or the person deemed to be the victim.
I the Maritime world You would be apportioned some of the blame if your vessel was hit by a Meteor.
Legislating for the elimination of a one percent chance even if it was possible is farcical, and it could never eliminate the negligence factor.
I take only one exception to the first statement. Crashes are caused by negligence, intent or omission, there are rarely any unforeseeable accidental causes.Quote:
