If it's a start-up of a business or project, I normally start a Business Plan with a PRINCE 2 Business Case framework as this has the key elements included to ensure the important questions are identified and answered.
After that, I start adding more information as required depending on the audience; sometimes it's the client, sometimes it's the finance guys to see if they should fund the project or business.
If however, you're writing a Business Plan to describe all facets of the business, its strategic direction, timeframes, structure and so on, I normally use the following headings to begin with and add/ delete as required. These headings are from a recent one I wrote on behalf of a specific company where the Government was our client and the consumer of the plan.
Needless to say, some will be relevant to you, others will not be....and you may need to add a few of your own for complete coverage.
