Could you just find an appropriate length pin to pin damper then fab up an eyelet and threaded end?

Anyone recommend a good mob to approach about a steering damper that is out of the ordinary?
I will be looking for one to suit the set up on my series ii
It will need to be a bush at one end and threaded rod at the other...

Steering dampers were a rarely fitted accessory on Series 2 (became common by late 2a, pretty much standard for S3, apparently to look like Toyotas), and are not necessary unless you are doing really hard offroad.
I have operated Series Landrovers both with and without, and in most conditions you can't tell the difference. Specifically, they are not fitted to prevent shimmy or wobble - if you have this, you need to fix what is causing it. The steering damper is fitted only to reduce the chance of driver injury when you hit a stump or rock hard with one wheel.
