I think their very public display can support an ugly subculture that truly believes the slogans, which shouldn't be encouraged.
Natural forces sometimes not effective in denying such support, so govt sometimes needs to decide to make stand. Censorship always evokes strong views. So it's never an easy decision.

I reckon the example slogan is absolutely true: The princesses with wicked desires (hastening to add - not talking 5yo little princesses, talking legal age little princesses, which is what I reckon the slogan means. It is a fairly well established meme).
One of those "wish I knew it when I was younger" things. Something some wonderful women actually taught me was their own belief. A quest every man should undertake to discover in his mate. (Might save a few marriages!)

And it's true not just of legal age little princesses. True of pretty much all people, all cultures, all genders... Repressed desires, to a greater or lesser degree, self imposed, or mandated by social mores/legal means - facts of life.
But even if accepted as truth. Does it need to be pasted on a billboard (even a small mobile one), or screamed from a soapbox?
A lot of things, even true things, don't need to be said at all. Doesn't mean they cannot be said. It comes down to appropriateness in a certain situation.
Societal norms generally dictate what is appropriate in a situation, what is edgy and needs a limited circulation, what is unacceptable outside of a very closed consensual adult circle.
When people break the societal norms, some folks are going to be offended and why on earth should anyone be surprised by that. The perps are not surprised, they meant to be controversial. They don't need to be defended.
Definitely young children shouldn't see their innocence dented too young. And part of protecting them means enforcing societal norms. Another big part of that (protecting kids) is educating them on matters as they grow, the timing and rate of education being the parents' sole right to determine.

Living in a society, benefitting from all that societal living has to offer (surely some protections/privileges you personally enjoy), requires a degree of surrender to observing the norms of that society.
If you don't like it - remove yourself from the society that represses you so.

The Oxford Dictionary defines nanny state as a government regarded as overprotective or interfering unduly with personal choice.
The government limits personal choice by making laws. These laws are generally made as a reaction to people doing something that is perceived, rightly or wrongly, to be against the best interests of society.
If people make choices about right or wrong based purely on whether or not it is legal, rather than living within an ethical or moral framework, then laws will continue to be made to protect society from them - or what some would consider unduly interfering with their personal choice.
