Might be sticking keys.

The ABS will use linkage keys to connect current data with future answers by yourself so over time it will create a centralised data bank about each person. Its like the Australia Card which the public rejected because it was too invasive. At some point I think we are entitled to say, "That's none of your business."

I don't believe there is any evidence that the Romans ever held a census where everyone had to return to their original village. Seems to be a 'convenient' story to put Jesus in the right place for Old Testament predictions.
