All of them should have flashing lights, survey done by RTA showed something like 95% compliance with flashing lights, and very low with no lights.

My understanding is that they set their radars up to allow for the 10% margin of error in speedo's to prevent undue court apperances.
School zones suck as a courier I have to watch out for them everyday so as not to get caught out. My way of making sure there is no kojak with a hair dryer in your path is to watch the traffic in front everyone speeding or not brakes when the see boys in blue. Watch out for the others braking for what appears to be no reason and sure enough, some where you'll spot the donut eating flat footed revenue raisin' crackleback just be sure to smile and wave as you drive past, royal salute of course![]()

I know how you feel. If school is not in - holidays then the 40kph does not apply except in SA. I got done on the Duke doing 122 in a 110 zone. It did not matter that the rest of the traffic was doing 120-130 it was pick the red Ducati as normal. Good example I was coming out of Boulder heading home to Kambalda and doing 60kph (speed limit), the bacon roll does a u turn and follows me for 5-7 kms. I was on the speed limit so no drama for me. Heres the clanger, the car in front of me was accellerating away from me in the 60, 70 and 90 kph zones by at least 15-20kph and the pork trotters just ignored that and followed me. I dont mind them getting tough on serious offences but a couple of kms over the limit or 5-10kms over on an open road is a joke.![]()

That long stretch of 40 zone out the front on Pennant Hills Rd is a combination of schools, although a lot of it is Kings School. We're on holidays now though, so the 40 part wont be an issue for a while. BTW, the cops sit in the bus stop at our gate northbound regularly and book people as they come around the corner through the cement dividers.[/b][/quote]

Is it a fine, or loss of licence in NSW?

With camera infringments in Vic, if you have a clean slate and write a letter, expressing remorse and asking for leniency you get off. They keep a 7 year record and you can do it once. I've done it twice now at 8 year interval (it's not often a SIII goes fast).
You could try an apolegetic letter, showing that the error was inadvertant, stating that you normally take care, and that this is reflected by your otherwise clear driving history. Ask if they could extend some leneinecy to you in this matter.
If you decide to fight it in court, then you better get some other advice, but as a point of interest, the paramedic representative on the Vic. Road Safety Committee (which introduced the 40kph school zone limits here) strongly argued that the 40kph limit would increase the risk severe accident in school zones which were on highways. His common sense and real life experience were outvoted by the ignorant majority.
IMHO slower speeds increase the incidence of pedestrian trauma. No one walks out blindly (except the drunk) onto a busy highway, but where there is a perception that a section of road is a pedestrian zone, then people let down their guard. That's why so many kids get run over in courts and quiet streets, they think there'll be no cars and less care is exercised. When I drove 4WDs in a snow resort, the same oblivious pedestrian mentality existed there, I'd be driving down a steep road (in ruts - hence no steering), and if I applied brakes the L/Cruiser would turn into a toboggan, but people still walked straight out in front of the the car, with their skis over their shoulder, totally oblivious because there was the pervasive impression that the resort was a pedestrian zone.
If you end up taking this to the High Court, you could argue that the 40kph concept is dangerous and that (check local legislation - I'm quoting Victorian examples) the Road Safety Act, over rides Road Rules, as the former is a law and the others are rules. And that your manner of driving was safe in the circumstances, and that slowing to 40kph would have increased the risk of an accident, given the pervading traffic conditions. You would have to argue against a Police Officer who was an expert witness on those conditions, so I don't like your chances.

Two problems with yoru argument.
One, a car travelling at 40kmh takes about 20m to stop. A car travelling at 60kmh takes about 45m to stop.
Two, Drunks stagger out into the road, and children stagger out into the road, Kids, particularly when they are in groups don't have the ability to judge the consequences of their actions. Same as drunk people.
I agree that school zones on highways are a problem, particluarly the one on Great Western Highway at Faulconbridge - 80kmh zone to 40kmh zone.
The other problem with the areas around schools is that no matter how many no stopping signs you put up, parents are going to pull up and double park, and sometimes triple park to pick up and drop off their kids.
Imagine the alternative, separate pit lanes to divide through traffic and stopping traffic. For every school, so that the government doesn't get blamed for the possible accident at that one school where the decision was made not to make up pit lanes.
NSW state government isn't even willing to spend the cash to install flashing lights so that those of us who can't tell the time know when to slow down.
School zones are a cheap way to look like you're doing something.
I think the question we should be asking is - have they been successful? I haven't seen any statistics.
