I wonder if it could be made legal, looks like they've made a decent job of it- well braced, guarded and within the width of the vehicle. If it didn't obscure the tail lights I think the rozzers would be hard pressed to fault it.
It'd be better with a 9-cylinder radial though.

Yeah the 2cylinder 550cc rotax won't get it far, in the 80's my dad put a Sachs rotary with prop onto a flat bottom tinny.
