Rather than explain the 'reasons why I believe' any particular thing (as I am not interested in entering into a discussion on this forum about belief systems; that is never fruitful and only fosters ill-feeling), I will try and logically unpack a face-value reading of that part of the document....
1; a politician or government worker working from home is not likely to be a vector of infection as a result of that work.
1; a politician or government worker unable to work from home is likely to interact with others in the course of that work, thereby being a potential vector of infection.
3; lockdowns and heightened restrictions are enacted in response to increased levels of infection in the community, meaning that during that period any person is more likely to contract or transmit infection in interaction with others.
4; vaccination decreases both the risk of a person contracting infection and their propensity to pass infection on to others.
Therefore a person in this category NOT working from home is required to undergo vaccination in order to mitigate the risk involved in their interacting with others during a high-risk period.
