They look like the pontoons the marina Co we made gangways for about 25 years ago. they had one guy who did installations for them that would do that. I remember once he put a 12m gangway across a 3.5m alum punt to take it out into position.

That'll teach him/her to park in the shade on an Ebbing tide.

That was a good kid in early part of video getting out od way of camera, I find at car shows people see you are trying to take photo & they still keep walking in front of you.
