    The truck wasn't even supposed to be on that bridge - looks like they used it to avoid paying a toll...

    Always assuming they can collar the the right Xiong as there must be a zillion of that family kicking around the place.

    Work was being carried out on the bridge when the incident occurred, the report said.

    There in lies the cause IMHO. Wun Hung Lo did not put in place a Safety Bolt before removing another structural Pin.
