Transported a big steel work bench once by stitching it to the steel floor of the car trailer. Then just cut the welds off later.

A steel plate has more mass and inertia than gravel or sand...

A tonne of road base is composed of lots of low energy objects.

A steel plate can easily become a cart wheeling missile.

Yes I agree, but Bobcats, excavators large boulders are transported that way and have imo the same attributes as the steel plate.
If it is law or industry standard I will comply, but it seems that it's just someone's interpretation .

Agree. And WH&S is very much an interpretive world..

Up here Bobcats are chained into trays..

You may be speaking about the Hire company I work for as there's no way we would allow that - as Tombie said, in an accident they are free to do untold damage. If this were to occur, not only would you be in the poo, but the Hire company would be too - it's a no brainer and any company that allowed you to do this simply doesn't understand the consequences should that happen and are grossly incompetent. To save a few dollars in transport (that more than likely you could have charged onto your job) you're prepared to put other road uses at risk.

It's these unthought of consequences that we think about and try and save people from.

Safety isn't something you should cheap out on - sorry for my rant but I see this sort of thing all the time.
