A steel plate can easily become a cart wheeling missile.
You may be speaking about the Hire company I work for as there's no way we would allow that - as Tombie said, in an accident they are free to do untold damage. If this were to occur, not only would you be in the poo, but the Hire company would be too - it's a no brainer and any company that allowed you to do this simply doesn't understand the consequences should that happen and are grossly incompetent. To save a few dollars in transport (that more than likely you could have charged onto your job) you're prepared to put other road uses at risk.
It's these unthought of consequences that we think about and try and save people from.
Safety isn't something you should cheap out on - sorry for my rant but I see this sort of thing all the time.

As I mentioned earlier if these are laws or codes of practice I'm more than happy to comply.
I also have lots of experience working with tier 1 contractors who want their safety systems over and above what is in legislation, that's fine if you want to work with them and are made aware at tender time, but it doesn't make their rules gospel.
Anyway time to relax
