Up on the Murray is always good, but you’ll be hard pressed to find a quiet spot, but there are so many spots you’d find somewhere.

Plenty of great camping around Eildon too - again, might be a bit of pot luck finding somewhere that isn’t too busy.

I have only had a quick look and don't know about crowds but a workmate just showed me a website called Youcamp where you camp on peoples properties. The one he showed me allowed dogs so it might be worth looking at.

Youcamps a pretty big site now, and getting more and more properties all the time ,, although I think some are taking full advantage and charging extreme amounts. Not sure how they work it out exactly, but most are still reasonably priced I think.
