Yes he does get around on public transport as well as walking every where.

MHF...A "Government" back in 90's sold them off, as they were on prime real-estate.
Regulations now prevent anyone being permanently housed in a MHF, I think 28 days is the max.
A lot live in society and when they get out of control this is one of the scenario's that often occurs.
