Just rethink the problem to a real world scenario.
A float plane taking off against a current, and it all works.

It's more of a trap than it looks. "The conveyor belt is designed to exactly match the speed of the wheels, moving in the opposite direction" .
Which speed is it matching? the forward speed of the whole wheel or the speed of the part of the wheel that is in contact with the ground or the speed of the top of the wheel.
If it's matching the whole wheel, then the wheel will just spin twice as fast and the plane will take off as normal, the conveyor will be running backwards at the same speed of the whole wheel / plane is moving forward.
If it's matching the speed of the wheel that's in contact with the conveyor then the conveyor is stationary, because just as when the plane takes off on a normal runway the rubber in contact with the tarmac is stationary. Unless you have installed ATB's which we all know need slippage to work.
If it's matching the speed of the top of the wheel then it will quickly reach infinite speed, as the conveyor can never go twice the speed as itself is going.
