Most phones have a recording device built in, or there are apps available. Use them every time you get pulled over, or have reason to deal with anyone in an authority type position.
Often easier to fight a ridiculous thing like this if you inform their superior that you have evidence of them acting in an unprofessional manner.

Even if that wording was used, that's not actually what happened. What happened is that a fine wasn't issued.

Police can and do put whatever they like in their systems, they won't tell you what's in there and you have no chance of getting the record of this 'interaction' or photos from being removed. The only use it will ever be to them is if in future you claim not to be aware of it, or that you've only just put those on....
It's not broken. It's "Carbon Neutral".

It make me wounder about some police officers

I often wounder about the stupitdy of some police offices, years ago when I was running the high ways in semis I was pulled over and book for one side light on the trailer not working it was in the center of the trailer, from memory I think there were 5 fitted along each side resulting in a fine and an argument over the road worthiness of the who unit just becouse of one little light. Their interpretation of the rule / adr etc are determined by their state of mind at the time I often feel. But there is good and bad in all walks of life

Tablet? Wow!! Until recently I would have imagined any tablet the police used would require a mallet and chisel. It's all Steve Jobs' fault.
