Does using a dimmer switch on camping LED lights reduce the power consumption, or is the surplus energy burnt up by the dimmer ?

Most LED lamps are driven by quite efficient switch mode circuitry, so dimming simply changes the duty cycle. As a test, you grab the lamp and whiz it by your face while looking straight ahead, you should see a striped pattern as the LED strobes on and off. In short, a dimmer will definitely reduce battery consumption.

Not sure about LED camping lights specifically, but in houses the old dimmers were just a resistor that dissipated the energy diverted from the lights in heat, the newer ones chopped up the waveform. For LED's watch out for leading and trailing edge waveform dimmers, pro'ly best to get a matched dimmer from the LED maker, to be sure, to be sure.
