My experience in Vic is different to this. 18 months ago when out walking a loose bull terrier dog attacked my 'on the lead' little Cav Spaniel - Henry. I picked Henry up to get him out of the way and held him on my shoulder. The bull terrier then repeatedly jumped at him using me as a launching ramp and got 6 bites in on Henrys lower half until with my spare hand I eventually managed to grab the bullies collar under his throat and hold him off.
The owner came up to get her dog and refused to identify herself. I rang the cops. No bites to me so they were not interested. I then rang the shire ranger and was informed that it is a 3 stage warning process before a dangerous dog classification is issued against the aggressive dog.
