Disabled Parking?
I was in town yesterday and watched an interesting scene.
A clearly disabled person parked in a disabled space (parallel parking) and trundled off to do their business.
A few moments later a person on a moped arrived and elected to park within the same disabled space and pushed the moped into a position within mms to the left rear of the car (perfect blind spot). Thy too went off quite able bodied to do their business. There were 3 motorbike parking spots on the other side of the road 10 metres further down empty.
The disabled person struggled back into their vehicle, having approached from a direction which would have precluded them seeing the moped and reversed to gain enough clearance to exit the space. Unaware, they promptly knocked over the moped and remaining unaware, drove off.
Has me wondering if the moped rider was operating with a mental disability to have done something otherwise stupid.

But was the moped disabled after that incident, or just having a good lie down?

I think it may have been arrogance (moped rider). if so, I can't think of a better outcome.
