I have been looking at a vehicle that is currently registered in QLD, but is in Victoria.
The seller is going to register it in Victoria in the next couple of weeks. I queried the seller if a RWC would be provided but they said that if the rego transfer is within 3months of him registering it a RWC certificate is not required.
I have trolled all through Vic Roads website but can not find anything to this effect.
Does anyone have first hand experience with this and is this info true and correct? or a link to the correct area of Vic Roads.

But if they register it in Vic under their name and you buy it off them with Vic rego it needs one regardless. Exemption applies to owners moving into Vic and changing to Vic rego. Seller needs to supply a RWC if selling it with Vic rego and plates. They are trying to pull the wool over your eyes by suggesting otherwise.
They can sell it to you without a RWC if they cancel the rego and hand in the plates which then makes it your responsibility.
Based on my assumption you are looking at buying the vehicle off them after they register it in Vic?

The roadworthy is only valid for 30 days.
He has probably registered it for only three months. That might be what he is saying.
I believe this to be correct.
And Yes I will be buying it after it has been registered in Vic in the sellers name.
I think the seller is getting things mixed up and in his situation as he is transferring it into his name from Qld to Vic and does it within 3months of coming to Vic then no RWC not required for the seller?
I believe I still need a RWC to transfer it into my name.
If the Seller has this vehicle registered in QLD in his name and he moves to Vic then as long as the QLD rego has more than a certain time left on it and he has a Victorian address ie he has moved here, then he can register the vehicle in VIC under his name and Vic residencal address with out a RWC. Once he has his Vic rego and he wants to sell it to you then a RWC will need to be obtained to allow transfer to new owner which is you.
