    1/ Yes he needs a licence. Princess Margaret got busted for speeding once.
    2/ Im also sure it would be an amoured rangie too. (Makes me really cry now) All the rangies running the grand kids around are definitely armoured. (Knew somone in the industry). So would imagine his would be also. Prob a royal pool car permanent loan cars from LR.
    Ive also heard its impossible to purchase an ex royal / armoured vehicle these days without government approval.
    Im picking Land Rover - scrap them.

    No passport required...consider the wording of a British passport: "Her Britannic Majesty's Secretary of State requests and requires in the name of her Majesty.......allow ME to pass freely......"

    Somewhat pointless eh?
