I have no idea what the UK regulations are, but in NSW he would be having annual medical checks and driving tests.

The police have discreetly given Phil the chance to voluntarily do the right thing and surrender his licence, but he has done a full Grumpy Old Man and told them to 'Sod off! '
So, what's next? Cancel his licence? Charge him with dangerous driving and humiliate him in court?

Phil could have chosen the diplomatic path, apologised, publicly expressed his regret and best wishes for the injured and said he would stop driving and this matter would have been forgotten in days.
Instead, by choosing to drive publicly again, and without a seatbelt, knowing the photographers would be waiting, he has given everyone the middle finger.
Really, if the evidence is there, the police have no choice but to charge him now, or there will be a huge outcry.
