The "war on drugs" IMHO is a war that cannot be won by law enforcement. If they would entertain the idea of legalizing certain drugs then taxes could be a benefit and there's also the flow of affect of hitting organised crime in the pocket by taking away some of their income streams through legal. Im sure its not that simple in reality but the current way of dealing with the issue is clearly not working all that well.
And if someone is incarcerated because of a genuine drug addiction then perhaps having specific drug rehabilitation prisons would be a novel idea - you get locked up until clean for a set period of time.

Canada has recently tried the make it legal approach. Funny thing is it has increased the market as those who would not before now see it as OK as is legal and the non authorised sales channels are not prepared to give up their market and so have under cut the official suppliers making it more affordable. Don’t think this is how it was supposed to go when they made it legal.

There was a case here in the UK where someone was back in court claiming it was not legal to force them to become drug free while they were in jail and won.
