Supposedly a bureaucrat in the then NSW RTA a decade or so back reckoned if motorbikes were invented the previous week they'd be banned before they could get on the road.

I have heard a theory that a lot of people in prison for drug offences, were actually arrested on other charges as well, but plead guilty to a lesser charge of possession, and get a lighter sentence for not wasting the court's time, in America anyway.
