No, not really. It's not exactly recent news that golliwogs are a racist stereotype and that they're, like blackface, considered racist.

And the owner acknowledged that:

There was a thing on facebook a few years back saying posts with gollywog reference were being pulled down

I posted this gollywog image on Aug 9 2016 trying to get on to do the Census & its still there ,..... i never could get on to do my census thanks to a ABS bungle, never got a fine either. But I would have liked to have had my input. .... I feel robbed !!

Twenty years they've been flying it at that event. No problem. Then someone on the organising committee decides that there is the possibility of someone getting offended. Maybe. So it's banned.

Golliwog and wog are anti-black caricatures and part of the blackface tradition of whites impersonating blacks to make fun of them, so its not surprising that black people might be offended by them. How would we feel if blacks started painting themselves white and making jokes about whites being dumb, stupid,ignorant, inferior etc? That would also be offensive and racist.
