My idea is to destroy the market by jailing anyone caught with drugs on their person, in their home or car etc. or in their system as determined by saliva or blood testing. A campaign similar to the initial reign of terror when random alcohol testing was introduced with the booze buses. No defence as the test result is a positive guilty verdict. An automatic felony conviction (not a misdemeanour) with a minimum 6 months in a penitentiary, no parole, for first offence. This would mean extreme limitations on future employment, overseas travel, study and so on.
Dealers or people in possession of trafficable quantities to get not less than ten years before parole first offence.
Neither of these offences to receive suspended sentences, good behaviour bonds, fines or other slaps on the wrist. You want to use or sell the stuff? Well, these are the consequences.

It was Zero in the Navy Bob and drug testing existed then and now. I didn't and don't but we know a lot did and do.
Zero tolerance countries often have worse problems. Just think the yanks and prohibition. That work well (NOT)
Philippines just encourages vigilantes to do their dirty work and sadly thousands have been just shot by people who want them out of the way.
Drugs were not an issue in the Navy in my day. As you know, nothing can be hidden on a destroyer at sea. What sailors did ashore, was up to them. Alcohol was the drug of choice, and was abused. Drugs were a major problem for the USN in the 70's. That and major racial issues. Riots and stabbings on some of their carriers were common, One of their carriers [ Ranger, I think] was ordered to leave Singapore after race riots ashore. They made the big mistake of trying to recruit the Maori's off one of the NZ frigates to join in bashing whites in Sambawang. Maori's 1/ African Americans nil. Senior sailors [ LS and above]on our ships were tasked with making sure our young sailors did not give in to temptation ashore, and afloat. We had some grizzled 3 badgemen in the mess decks that dished out mess deck justice to any who were tempted. I do know, through the experience of a young ex-seaman down the local footy club, that drugs are a problem in the modern Navy. And it saddens me. But, it reflects modern society. I would hang every major drug dealer, and their financial backers, without hesitation.

One of my intake is still recruiting Uni students for HECs free study. Almost everyone he was trying to sign on ran when they realized they could not take drugs if they signed on!

The only mob who would do that would be the OD's. You know yourself , nothing gets past the mess deck kellick, or the three badge men. If it does it means the Kellick is in on it. We had three badge men with Korean War experience , one kellick with WW2 experience with the RN. Old farts set in their ways. Hearsay has it some of these old farts heard a whisper about a couple of OD's who had become pally with a couple of USN sailors, and whose attitude and work ethic had dropped off that required for a warship at sea. Next night time at sea, in calm seas and low speed, these od's were intercepted on their way on watch. A rope was tied around their legs and they were given a swim off the stern. Told in no uncertain terms their mess mates would not tolerate slackness which may cause casualties when the Cold War push came to shove. The Chief Cox'n was watching from a discreet place, [ again hearsay] and being the light heavyweight boxing champion of the Navy, when the two miscreants came to complain to him, he locked the door, and belted them. Next port of call, they no longer were part of our ships company. I think the Navy may have changed.![]()
