Hmm... Black shirt, black seatbelt.. I wonder how they'd enforce this. Actually, belay that. I know how they'll enforce it, they won't, the onus will be on the driver to prove otherwise. Which most either won't be able to or won't bother. Just another bill in the mail. Cameras don't enforce laws, enforcement is proactive.
