I'm not sure you can.
Case in point. Some years ago it was a declared TotaL Fire Ban Day here.
I was outside when I smelt the distinctive smell of hot Eucalyptus burning, couldn't see anything.
As a precaution I rang the 000 just to doubly clarify it was a Fire Ban on that day.
Before the bloke had hung up (or seemed like it) there was a Water Bomber from Woodside circling around the address Local brigade had turned out that I could hear in the distance & a Cop Car had driven up the street.
Stupid thing was the bloke had lived here all his life & had experienced the 1983 bushfires which had gutted his property & yet still thought he'd get away with burning rubbish behind his shed & no-one would notice it. Bloody wrong! I did & I couldn't even see his house, just smelt the smoke.
I don't know what fine he got but I hope it was a ginormous one. Either that or the cops may have shot him to save the cost of him going to Court.[biggrin]

using a disaster like this to push an agent is pretty wrong.

Just reality. Should be faced.
