it can be done.
any state forest is ok to have dogs in. some recreational reserves run by the NPWS are ok if on a lead. the state forests may also insist your dog is on a lead in some of the designated camping areas.
but as you said, national parks and conservation parks/areas are no go for domestic pets.
within the lroc, some trips are dog friendly. it's just a matter of asking the trip leader if it's ok.
i'd love to run a dog-friendly trip, but i've always found my rotty-cross-border collie bitch leads all the dogs on nature walks and they don't come back for hours.
very frustrating.
