Yeah but if you keep off the roads, probably true.
In Freo you can walk down the street in uggies or thongs (plus other/necessary apparel) and virtually everyone smiles/says g'day - plus every 2nd shop has a bowl of water outside for the pooches.

Back in the 1980's when I worked for a national distributor of heavy equipment, we used to refer to the Sandgropers as "the evenly balanced Australians. A chip on each shoulder". They referred to us as "the wise men who came from the East to tell them how to do their jobs." Never found Perth particularly friendly.
